What is an Altimeter?

An altimeter is an instrument used in an airplane to tell the pilot how high above sea level he is flying. All dry land has to be above the level of the sea, or it would be covered with water, but flat land near the ocean may be only a few feet or a few hundred feet above sea level, while mountains are thousands of feet above sea level. An airplane pilot must know how high he is. Otherwise, he might hit a mountainside at night or in cloudy weather. The altimeter used in most airplanes is a kind of barometer. This is an instrument used to measure air pressure.

The article on AIR tells how the weight of the air presses down on the ground, so that at sea level the pressure of the air is more than fourteen pounds on every square inch of the earth. The higher you go into the air, the lower the air pressure is. An aneroid barometer is a device to tell what the air pressure is. (See the article on BAROMETER. ) An altimeter uses this air pressure to show how high the plane is. But the altimeter does not show how high the plane is above the ground.

A plane might be flying at an altitude of 15,000 feet, but it would be only a thousand feet or so above the ground if the land in that district happened to be 14,000 feet above sea level, as much of the mountainous part of the United States, in the region of the Rocky Mountains, may be. Therefore a pilot is always careful to fly higher than any land or mountains can be in the territory over which he is passing.

You've had an idea - how do you stop others from stealing it?

The first thing you need to do is to decide if you have an idea or a product. This will make the difference between copyright and intellectual property. I faced this dilemma recently, and there is a very fine line. The main thing to think is do you have an idea or a product (requiring a patent). Copyright comes along with intellectual property rights automatically. Copyright is the right of the owner to protect their work from plagiarism - if you have copyrighted something, then it is illegal for somebody to copy it without giving you the credit. Intellectual property is for example a book or invention - something original that you have thought of. It may be a product that you have a prototype for, and a patent pending, or it could be the result of work you have recently copyrighted.

I recently had an idea, but no way of making the product. I therefore copyrighted the idea, so that it could not be stolen, whilst I came up with a method to make the product. Dyson had an idea, for his revolutionary vacuum cleaner - he copyrighted that idea (with a drawing), made a prototype in his garage which he then patented, claimed the intellectual property rights to and sold, becoming a millionaire almost overnight.

In order to copyright an idea, you need to have something physical or creative that you can put to paper in order to claim copyright. It may be a technical drawing, or it may be an outline for a novel or script or product that you have an idea for, it may even be a business plan for your idea. Whatever you have, you need to get it down on paper so that you have something physical to represent your idea. This can now be copyrighted.

In the UK and USA, copyright law covers creative works - literary, musical, dramatic. It lasts for between 25 and 70 years depending on the section your work covers (contact The Patents Office or Copyright Licensing Agency for more details). UK copyright protects the creative content but NOT the idea. This is virtually the same in the USA. This is why you need something on paper.

Once created, a work is automatically copyrighted and owned by the creator, you can add the (C) copyright symbol to your work if you wish. In order to prove copyright in a court of law, however, you become liable to prove your ownership of the work by proving its originality. In the UK there is no official register of copyright, unlike in the USA, where you can register copyright via The Library of Congresses web site by paying a fee of around $45. In the UK, there are 3 methods to copyright material:

(a) An online registry, which will charge a fee for registration and issue a certificate of ownership - typically £60 per 10 years of copyright (multiply this by 7 for a literary work)
(b) Place your work with a solicitor, who will deposit it and issue a dated receipt, after charging a fee from £450+VAT
(c) This is harder to prove, but still a legal copyright - seal your work in an envelope and post it to yourself. Once you receive it, it should remain unopened for the life of the copyright. You could also do the same thing electronically, sending the work digitally to your own email and leaving it unopened. This method is free from fees, although may be harder to prove, but as long as there is a date attached to your work, then it should stand up in a court

Should the work you have copyrighted, make you some serious cash, then the fees are worth paying (in the USA the cost is minimal so well worth paying). If, however, you can not afford to pay the fees then the third option is the one to choose - this is the option I went with for my idea. I wrote it down and emailed it to myself - it remains unopened in my Inbox. I also developed a web site for it (which has copyright information and symbol on it). My proof is concrete and dated, and should therefore withstand UK copyright law should I need to use it. Other work I do - for example writing articles - is copyrighted automatically, but for my web site I choose to use the copyright symbol and date the work.

Health Insurance Program Available for Pre-Existing Conditions
The lack of health insurance affects almost 60 million Americans. There are the working poor, who are not provided benefits and cannot afford personal policies, the unemployed who could not afford or have run out of COBRA coverage, and those with pre-existing conditions who cannot find a company to cover them at all, even with an exclusion rider. For this last group, help is on the way thanks to the Affordable Care Act Program.

As a stopgap measure, the U.S. Department of Health and Human Services (HHS) announced today the establishment of a new Pre-existing Condition Insurance Plan (PCIP) that will offer coverage to uninsured Americans who have been unable to obtain health coverage because of a pre-existing health condition. The Pre-Existing Condition Insurance Plan, which will be administered either by a state or by the Department of Health and Human Services, will provide a new health coverage option for Americans who have been uninsured for at least six months, have been unable to get health coverage because of a health condition, and are a U.S. citizen or are residing in the United States legally. This plan will bridge the gap until the 2014, when insurers will be barred from from discriminating against adults with pre-existing conditions.

“For too long, Americans with pre-existing conditions have been locked out of our health insurance market,” said HHS Secretary Kathleen Sebelius. “Today, the Pre-Existing Condition Insurance Plan gives them a new option—the same insurance coverage as a healthy individual if they’ve been uninsured for at least six months because of a medical condition. This program will provide people the help they need as the nation transitions to a more competitive and fair market place in 2014.”

The Affordable Care Act provides $5 billion in federal funding to support Pre-Existing Condition Insurance Plans in every state. Some states have requested that the U.S. Department of Health and Human Services run their Pre-Existing Condition Insurance Plan. Other states have requested that they run the program themselves. Starting today, the national Pre-Existing Condition Insurance Plan will be open to applicants in the 21 states where HHS is operating the program. All states which are operating their own Pre-Existing Condition Insurance Plans will begin enrollment by the end of the summer, with many beginning enrollment today.
